A Vietnamese bilingual program at a primary school in the western suburbs provides an opportunity for the school to celebrate the culture and history of the Vietnamese diaspora in the area, now in its third generation. Language carries the cultural and historical meanings of community life. Learning through language fosters multilingual links to the broader community. A bilingual program can foster in young learners a deep knowledge and practice of the Vietnamese language with their peers and in community life. This will enrich the educational experience of the multilingual learners of Naarm’s western suburbs.
Schools in Victoria design their student learning based on guidelines from the Victorian Curriculum. A bilingual program immerses the learner in language through curriculum delivery. For example, sports or arts subjects might be delivered in Vietnamese.
Following the above, community members can support the direction of student learning through engaging with school leadership. Each Victorian public school has a School Council whose membership comprises school staff, parents (through elections) and the option of an invited community member.
As a community organisation, ViệtSpeak has extensive links to members and local Vietnamese organisations. These important relationships provide support and guidance to enable our work. It also enables us to be in a position to offer advice and knowledge transfer to support the establishment and delivery of a Vietnamese bilingual program. Based on our years-long work engaging with community members, organisations and the teaching community we offer the below to help inform a school’s vision and planning for a Vietnamese bilingual program.
In Australia, language loss and revitalisation has many histories and contexts, starting with efforts to address the erasure of Indigenous languages since British colonisation. As English is the dominant language stemming from colonisation, all migrant communities face generational language loss.
The Vietnamese diaspora in Australia has a decades-long presence stemming from the refugee experience following the Vietnam-American war. For many, this legacy remains a deep resonance to be passed on to the third generation through language. Here, language loss also represents loss of historical identification, important given Vietnam’s long history of dynastic, imperial and colonial conflict and entanglements.
The Vietnamese language itself has historically been regionally differentiated through accents, dialects and contextual wording. For many in the Vietnamese diaspora, the refugee experience represents a point of language differentiation. This means there are variations in the language spoken by those with links to the refugee history compared to those who recently migrated to Australia. In many ways, these differences are not unique to Vietnamese, as languages evolve with practice and are alive to its contextual usage. Thus, some in the diaspora have asked which Vietnamese will a bilingual program teach?
ViệtSpeak supports keeping alive the refugee experience of the Vietnamese diaspora. It is an important story amongst others in the settler colonial history of Australia. Our language advocacy work and call for language educational justice exists in this historical context. In this spirit, we offer the following teaching and language resources.
Our links to local organisations and teaching communities will inform how we offer advice and resources for a school to consider in curriculum design. This includes understanding the role language plays in shaping the identity of the Vietnamese diaspora in Australia.
